Head teachers’ leaders warned that plans to introduce a single funding rate for all students would place a strict bar on the number of qualifications being taken. It was feared that the reforms – currently being considered by ministers – would make it harder for state school students to get into the most selective universities and leave pupils trailing behind those from the independent sector.
